Fred is carrying out a three-year biological survey which depends on anglers sending in scale samples of fish that they catch. The survey covers five rivers and Fred has set a target for the numbers of sets of fish scales returned from each river each year. Unfortunately by the end of the second year the number of scale sets returned has fallen well short of target.
